The EL KASSEH 1 class is a derivative of the LERICI-class mine warfare vessels built for the Italian navy. The vessels bear a close similarity to the Finnish KATANPAA class, which is also derived from the LERICI class. Orizzonti Sistemi Navali was the prime contractor for the program, and Intermarine Sarzana was subcontracted to build the vessels.
