The AN/SPS-73 has been replacing the aging AN/SPS-64 used by the U.S. Coast Guard and Navy. The AN/SPS-73 Surface Search Radar project is a joint acquisition between the two services, with the Coast Guard leading the project.

In April 1996, Hughes Aircraft (now Raytheon) won the AN/SPS-73 development contract based on standardizing a Japanese Furuno navigation radar.
