The Fiat 6616 4 x 4 wheeled armored reconnaissance vehicle was developed as a private venture in the early 1970s by Fiat and Oto Melara. The 6614 armored personnel carrier was developed at the same time.

The 6616 hull has a broken top line. The shallow glacis leads back to a half-round cupola containing the driver's vision blocks (an overhead hatch provides entry).
