The Toro is an 8 x 8 armored fighting vehicle being developed for the Spanish army's Vehiculo Blindado de Ruedas (VBR) armored wheeled vehicle procurement program. The project calls for the acquisition of several hundred 8 x 8 wheeled armored vehicles to replace the army's BMR-600M1 armored personnel carriers and VEC-25 6 x 6 reconnaissance vehicles.
