Development of the Mi-38 helicopter, which was to supersede the ubiquitous Mi-8/Mi-17 Hip utility transport, was announced in May 1989 by M.N. Tishchenko, the designer general for the Mil helicopter company. The Mi-38 was expected to enter service in the mid-1990s, a date that was put off for more than 15 years.
