With the return to civilian rule in 1985 and the General Assembly's passage of a new organic law for the armed forces in 1987, the president once again became the genuine commander in chief of the armed forces. The minister of national defense is responsible for administrative control of the three services, each of which has its own general staff. There is no joint general staff in Uruguay's military.
