The Iraqi prime minister is the commander in chief of the Iraqi armed forces. The office of the PM is the highest authority in all security matters and can overrule the ministers of Defense and Interior. The National Security Council includes the Defense, Interior, Foreign, Justice, and Finance ministers, plus the national security adviser for the prime minister, the director of intelligence, and the director's senior military adviser.
