Djibouti and several other members of the Inter-Governmental Authority on African Development (IGAD) agreed in April 2005 to form an Eastern Africa Standby Brigade (EASBRIG). The rapid-reaction force is expected eventually to number around 3,000 troops, with support from 13 IGAD member countries. Plans called for the brigade to have initial operational capability in 2010 and to be fully operational by 2015. Its development has been slower than planned. The name has been changed...
