This is an airborne warning and control system (AWACS ) radar originally mounted on the Soviet Tu-126 Moss** aircraft (which is no longer in service). The version installed in the Moss had limited capability and could not distinguish targets over land from background "clutter."
The antenna is fitted in a rotodome (rotating radome) about 36 to 38 ft in diameter, mounted above the after fuselage.
