The SS-24 was a large, three-stage, solid-fuel intercontinental ballistic missile (ICBM) with multiple independently targetable re-entry vehicles (MIRVs), designed in the 1970s to improve survivability of ICBMs through mobility. During its development in the early 1980s, the U.S. Dept. of Defense stated that the system was designed for use against "soft or semi-hardened targets." The Scalpel was based both in fixed silos (RS-22A) and in rail cars (RS-22V).
