The SS-24 was a large, three-stage, solid-fuel intercontinental ballistic missile (ICBM) with multiple independently targetable re-entry vehicles (MIRVs). During its development in the early 1980s, the U.S. Dept. of Defense stated that the system was designed for use against "soft or semi-hardened targets." The Scalpel was based both in fixed silos (RS-22A) and in rail cars (RS-22V).
