The PHL03 is a 300-mm Chinese multiple rocket launch system based on the Russian Smerch.

The system utilizes a WS2400 8 x 8 cross-country chassis with a four-door, fully enclosed air-conditioned cab. It has 12 300-mm rocket tubes. The tubes are arranged in two blocks of four, with a single row of four above them.

A central tire-inflation system is fitted for improved cross-country mobility.
