The Zelzal (or "earthquake") program began in the mid-1980s as part of Iran's effort to develop a weapon equivalent to the short-range, road-mobile, solid-propellant unguided FROG-7 rocket. By the early 1990s, the Zelzal-1 and Zelzal-2 had taken shape. The Zelzal missiles are unguided, depending on rudimentary inertial systems to hit their target.
