The SA-12a Gladiator was probably developed to attack NATO intelligence and electronic warfare/control aircraft such as the TR-1, the E-3 AWACS or the E-8 Joint STARS, aerial tankers and as a replacement for the SA-5 Gammon (S-200). In addition, the system was classed as the first operational anti-tactical ballistic missile system (ATBM).
