The Galeb (Seagull) two-seat trainer was the first turbojet-powered aircraft of Yugoslavian design to enter service.

The Galeb's low wing has a modest 4/3-degree sweep at the quarter-chord, 1.5 degree of dihedral and wingtip fuel tanks. The wing also has fixed leading-edge slots; Fowler-type trailing-edge flaps; and dynamically and statically balanced ailerons.

The pilots are seated in a tandem cockpit. Each seat is enclosed by a canopy that is hinged to the right.
