Al-Jihad was formed in the late 1970s as an extremist offshoot of the Egyptian Muslim Brotherhood. It dedicated itself to the overthrow of Egypt's secular government and the establishment of an Islamic republic. Ayman al-Zawahiri was the leader of Al-Jihad and Osama bin Laden's chief lieutenant. In June 2001, the group merged with Al-Qaida, with six of the nine council seats filled by Al-Jihad members.
