NATO's 'Dim, If Not Dismal,' Future

U.S. Defense Secretary Robert Gates speaks at a press conference at NATO headquarters
in Brussels on June 9. The following day, in his last official speech, he warned that
NATO has become a 'two-tiered' alliance poorly equipped to deal with challenges,
whose members are unable or unwilling to carry out missions in Afghanistan and Libya.

While forces under the aegis of NATO are doing the bombing in Libya, it is the alliance itself that has come under fire of late.
