The fall of Kabul to the Taliban with the withdrawal of the last U.S. troops in August marked the end of a 20-year effort by the West to remake Afghanistan as part of a broader counterterrorism strategy. The effort has largely failed, with terrorist organizations expanding successfully despite American military power.
