The Taliban completed its takeover in Afghanistan on Aug. 15 when
President Ashraf Ghani fled Kabul. Over the previous week, the militant
group seized control of provincial capitals as Afghan security forces,
lacking U.S. support, increasingly laid down their arms. Above, a Taliban
