U.S.-backed rebels close to Deir Ezzor say they plan to establish a council to run that Syrian city, reports Agence France-Presse.
The Syrian Democratic Forces (SDF) have been fighting east of the Euphrates River to regain control of the city from ISIS. The city is the capital of the province of the same name.
