President Joe Biden plans to withdraw U.S. forces from Afghanistan by Sept. 11, reports the New York Times.
An official announcement is anticipated on Wednesday.
Biden appears to have decided that a "conditions-based approach" would result in U.S. troops remaining in Afghanistan indefinitely, said one administration official.
