Defense Secretary Ashton Carter is in Iraq on an unannounced visit, reports the Washington Post.
He arrived in Baghdad on Thursday to assess the progress of the government in improving state security forces and recruiting Sunnis to fight the Islamic State terrorist group, according to defense officials.
