A U.S. airstrike in western Afghanistan killed 15 civilians, according to an Afghan human-rights organization cited by the Stars and Stripes. The Jan. 8 attack in Herat killed the head of the Rasoul Group, an insurgent group that split from the Taliban in 2015.
