The U.N. special envoy for Syria has outlined a potential vision for a future Syrian state, reports Al-Sharq Al-Awsat (London).
Staffan de Mistura, a United Nations diplomat, issued his 12-point list to the opposition and government delegations on Thursday. Among the list's items are a "non-sectarian state," an emphasis on local administration and a national army with a constitutional foundation.
