Thousands of Pakistani troops have begun to leave the Swat Valley and turn over security to local law enforcement, reports the Indo-Asian News Service.
The partial withdrawal of the army fits the strategy to clear, hold and transfer areas to civilian law enforcement agencies, said officials.
