Short-range ballistic missile tests by North Korea demonstrate that it continues to master major elements of ballistic missile systems, according to a U.N. expert panel report cited by the Yonhap news agency (Seoul). 

The study, presented to the U.N. Security Council on Thursday, covers the period from Feb. 2 to Aug. 2.
