Pentagon weapons testers are not the main cause of recent major program delays, says a new study cited by Defense News.
The DoD study made by an independent team reviewed 40 major programs that suffered significant testing delays. Only seven of the programs experienced delays related to testing, according to a June 3 memo signed by Michael Gilmore, director of operational test and evaluation (DOT&E), and Ashton Carter, the Pentagon acquisition executive.
