Senate Approves Plan To Create National Guard Under Civilian Control

The Mexican Senate has approved a proposal to create a new national guard to combat gang violence, reports Reuters. 

The measure passed unanimously on Thursday after the party of President Andres Manuel Lopez Obrador agreed that the force would fall under civilian control. 

Initial plans called for the military to oversee the force, prompting criticism from human-rights groups and opposition lawmakers.
