The Russian government has cancelled its participation in a pair of military exercises scheduled with India, surprising Indian officials, reports the Indo-Asian News Service.
In late April, Moscow pulled out of the Indra drills with the Indian navy, despite the fact that Indian warships had arrived in Vladivostok for the exercise.
