Romania, Bulgaria Blocked From Joining Visa-Free Area

German and French officials have urged the European Union not to bring Bulgaria and Romania into Europe's borderless travel zone due to concerns about corruption and crime, reports Reuters.
Both had planned to join the Schengen area next year. The Schengen agreement covers border controls between E.U. member states.
Since joining the E.U. in 2007, Bulgaria and Romania have made only limited progress in combating corruption and organized crime, say their critics.
