Few Taliban leaders have taken part in an Afghan reconciliation and reintegration program, the New York Times reports, citing NATO sources.
About 1,700 fighters reportedly have enrolled in the 10-month-old program, only a fraction of the 20,000 to 40,000 Taliban insurgents believed in the country.
