Iraqi Prime Minister Hader al-Abadi has arrived in Mosul to congratulate the nation's forces for taking the city from ISIS, reports the New York Times.
Government forces were still fighting the remnants of the Islamic State l, reports Agence France-Presse.
The prime minister on Sunday congratulated troops for "liberating" the city. He said he was holding off on a formal announcement of victory until all ISIS resistance was eliminated.
