The European Union aims to counter the "business model" used by pirates hijacking ships off Somalia, say officials cited by Defense News.
The plan calls for the E.U. to disrupt their financial transactions, procurement of assets, seizing of ships, and ransom process, said British Rear Adm. Duncan Potts, commander of the E.U. naval force operating off Somalia.
