The European Union is mulling the creation of a joint rapid response force, reports Reuters.
Fourteen member states have proposed the establishment of a brigade of 5,000 troops, potentially including ships and aircraft, that could quickly intervene in international crises, with an eye on assisting foreign democratic governments who seek assistance, said a senior E.U. official.
