Navy Gives Up On 'Optimal Manning'

The U.S. Navy has decided to end its experiment with "optimal manning" and reconstitute the nature of the surface fleet, says Vice Chief of Naval Operations Adm. Jonathan Greenert, as cited by the Navy Times.

"We've just taken too much risk in things like optimal manning and others and that’s pretty well documented," Greenert told an audience at the Surface Navy Association meeting outside of Washington, D.C.
