South Korea has declined an overture from North Korea overture for talks, reports the Wall Street Journal.
Pyongyang's request for talks appeared in a state-owned media outlet that did not include the North's usual harsh criticism of the South Korean government.
The proposal was not view as sufficiently serious, said a spokeswoman for the South Korean Unification Ministry
