N. Korea's Call For Talks Rebuffed, Seoul Offers Counterproposal

South Korea has dismissed another North Korean call for negotiations, Agence France-Presse reports.
The request for talks came less than two months after North Korea launched a deadly bombardment of a South Korean border island.
Three North Korean agencies sent official proposals to Seoul's Unification Ministry calling for the resumption of talks in Kaesong on Jan. 27, according to Pyongyang's official news agency.
