The Belgian government, which will take over the European Union's rotating presidency on July 1, is leading an effort to strengthen defense capabilities among E.U. nations, reports Defense News.
The so-called Permanent Structure Cooperation (PESCO) construct could be used to create a new dynamic among member states in order to improve defense capabilities for the most demanding missions, Belgium officials said in a joint position paper.
