The Russian Interior Forces have been forced to draft a growing number of former criminals into service after falling short of conscript requirements, says a top Interior official cited by Xinhua, China's state news agency.
The Interior Ministry reportedly received only 18,500 draftees out of the 27,000 needed in the fall recruitment campaign, which wrapped up on Dec. 31.
