European Union member states are finalizing an agreement that would permit non-members to take part in joint defense programs, reports Bloomberg News.
Such projects have been a source of friction between Washington and the E.U. Washington says the E.U. is discriminating against U.S. firms, while the E.U. says it needs to build up its own capabilities.
