An Austrian investigation has concluded that Chechnya's president was behind last year's botched kidnapping of a Chechen whistle-blower in Vienna.

President Ramzan Kadyrov ordered the kidnapping attempt that led to the fatal shooting of Umar Israilov in Vienna, the New York Times reports, citing a lengthy probe made by Austria's counterterrorism department.
