After tribal elders expressed doubts over the plans, Afghan President Hamid Karzai indicated he might delay or cancel NATO's planned summer offensive in Kandahar province, the Times of London reports.
More than 10,000 American troops have been deploying in anticipation of the assault, one of the biggest of the nine-year war.
