The director of national intelligence says he has reached a "conceptual agreement" with the Pentagon to take control of the national intelligence budget starting in 2013, the Washington Post reports.
The pending move is part of an effort to enhance the office of the director with authority over the U.S. intelligence community, James Clapper said.
