Informal Talks With Rebels Being Held In Norway

Delegates from the Philippine government are in Norway to discuss restarting peace negotiations with representatives from the Philippine Communist rebel movement, Agence France-Presse reports.
The informal talks in Oslo, Norway, are intended to prepare for formal negotiations that are scheduled to begin next month, said Norwegian officials.
The communist New People's Army (NPA), the armed wing of the Communist Party of the Philippines, launched its uprising in 1969.
