Libya—Haftar Leaves Moscow Without Signing Truce

The head of the Libyan National Army (LNA) decided not to sign a cease-fire agreement with the U.N.-backed government in Libya after hours of talks in Moscow, reports the Tass news agency (Moscow).  Eastern militia leader Khalifa Haftar left Moscow on Monday without signing the anticipated deal.
