Maj. Gen. Joseph Taluto, the adjutant general of New York, has withdrawn his name from consideration for a third star to become the director of the Army National Guard, reports the Troy (N.Y.) Record.
Taluto said: "While lengthy delays in confirmations are not unusual, I believe this prolonged confirmation process has become a distraction to the New York National Guard and the National Guard overall."
