Russia's Rosoboronexport export agency anticipates that Libya will be the first international customer of the Su-35 Flanker, Interfax-AVN reports.
A contract should be signed before the end of the year, an agency spokesman said this week during the Farnborough air show in the U.K.
A draft contract has already been drawn up, RIA Novosti reported.
Reports published two years ago indicated that Libya wanted 12 of the aircraft.
