Finland Expands Military Support for Ukraine Through PURL Initiative

On June 25, 2026, Finland announced an additional US$45 million (EUR40 million) contribution to the Prioritised Ukraine Requirements List (PURL) initiative, which supports Ukraine’s defense needs.
Prime Minister Petteri Orpo revealed the new package at the Ukraine Recovery Conference in Gdansk. Finnish officials stated that the funding will help strengthen Ukraine’s air defense capabilities as Russia continues attacks on civilian areas.
The PURL initiative was introduced in July 2025 by the United States and NATO to coordinate defense material support for Ukraine. European allies and Canada are the primary source of funding for this initiative and will focus on purchasing military equipment from the U.S. to deliver to Ukraine.
