Defense Minister Lindiwe Sisulu says British and other European ships passing through South African waters must carry military personnel for protection rather than using non-military security forces, reports London's Daily Telegraph.
The presence of other military personnel would facilitate dealings with South African marines boarding the vessels for inspections, said Sisulu.
