The German draft is due to end in July 2011, Agence France-Presse reports.
The government said it intends to keep conscription in the German constitution but will not enforce it.
Defense Minister Karl-Theodor zu Guttenberg also announced the military will be cut from 250,000 to 180,000-185,000.
The personnel cuts would be designed to save money and meet modern security threats more effectively, he said.
