Defense Minister Gen. Phung Quang Thanh says Hanoi's purchase of six Russian-built Kilo-class attack submarines is intended "to defend" Vietnam, Defense News reports.
Thanh's remarks took place Sunday at the 10th Shangri-La Dialogue in Singapore. Analysts have put the price tag for the deal at just over $3 billion.
